Yes, they can. The Critter Trails Revolution is well-designed, turning easily. It requires maintenance, of course, to keep it functioning well (mice will, for instance, get bedding down inside the wheel!), but otherwise, it's a wonderful little piece of 'mouse' engineering! :)
The frame on the Critter Trail Evolution sometimes shifts out of alignment and impedes the wheel. Sometimes debris build up on the little rubber wheel on the inside wall above the large access door or debris builds up on the inside groove where the little rubber wheel sits and that, too, slows the wheel down. Every once in a while one needs to dig out litter, bedding, etc., from out of spaces between the wheel and the inside of the front wall frame.
When I clean the girls' mouse city I break the tubes down into easy to match up sections and put them in the dish washer. The cages are disasembled and washed by hand in the sink.
